On holidays of all life everyone rides a carousel.
There is a relation of power between the rides and merry-go-rounders. In a carousel, we don’t see any human-figure rides, because we don’t think of human as an object. But we do for the animals, so we make them as caroussel rides.
In reality, there’s also relationship of power between humans. The artist wants to show that such relationship goes on and on, and that is the life we are living in.
